In the past, the application process for Employment Exchange Registration was exclusively conducted offline. However, as of September 27, 2021, the Department of Skill, Employment, and Entrepreneurship, Government of Assam, has undergone a digital transformation of the entire Employment Exchange Registration process. Consequently, you can now apply for an Employment Exchange Registration Certificate in Assam online, and the manual registration process has been discontinued.
Employment Exchange Re-Registration
Candidates who registered with employment exchanges in Assam before January 2, 2024, are encouraged to re-register via the SEWA SETU portal at their earliest convenience. To assist these candidates, the re-registration service on the SEWA SETU portal has been extended until December 31, 2024.

Eligibility Criteria Assam Employment Exchange Registration
Age Limit: All citizens of India above the age of 14 years who are permanent residents of Assam are eligible to register their names in the Employment Exchange of the State of Assam.
Domicile: The candidates are eligible for Registration in one Employment Exchange only in the state, where they are permanent residents within the jurisdiction of the District.
NOC for Employed Candidates: Applicants who are already employed and seeking better employment have to be registered only after the production of a “No Objection Certificate” issued by the employer.

AADHAAR Based Verification
In AADHAAR Based Verification process, candidates apply online by visiting the official portal by using their AADHAAR Card with a permanent address within the state of Assam. They are not to be required to go to Employment Exchange Office/s physically. The online application process for Aadhaar based verification candidates may follow the below-mentioned steps.
- Scroll down, and check the Important Web-Links section.
- Click on the Online Employment Exchange Registration link.
- A new pop-up window will be opened.
- Click on the “Apply with AADHAAR “ button; Click on “Register Here”.
- Enter Full Name, Email Id, Mobile No., Password and State, and Click Submit Button.
- Next, choose to Apply with the AADHAAR option.
- Login to the portal by providing the Login ID and OTP/Password.
- Now, fill in all the necessary information.
- Please scan all Educational Qualification (Pass Certificate & Mark sheets in chronological order from the lowest level to highest level) into a single PDF and upload as one single PDF.
- After successfully submitting of application Employment Exchange Card (X 10) will be issued to his/ her registered Email.
Non-AADHAAR Based Verification
- Scroll down, and check the Important Web-Links section.
- Click on the Online Employment Exchange Registration link.
- A new pop-up window will be opened.
- Click on the “Apply without AADHAAR “ button; Click on “Register Here”.
- Login to the portal by providing the Login ID and OTP/Password.
- Select date and time for verification of documents.
- Visit the respective employment exchange office for documents verification.
- Follow the necessary guidelines and process as described by concerned officials.
- In the end, you will receive the Employment Exchange Registration Certificate.
Those candidates who don’t have an AADHAAR card must use Non-AADHAAR Based Verification method for getting Employment Exchange Registration Certificate. However, applicants have to physically visit the Employment Exchange office/s for verification of documents. The online application process for Non-AADHAAR Based Verification is as mentioned below.
Documents Required for Online Employment Exchange Registration
Mobile Number: A valid and active mobile number is necessary for candidates to complete the online registration process.
Documents Related to Educational Qualification: Candidates must produce their pass certificates and mark sheets in a PDF format.
Age Proof: Candidates must submit any of the following documents as their age proof.
- Birth Certificate.
- HSLC Admit Card.
- School Certificate.
Proof of Residency: Candidates must submit any of the following documents as proof of their residence.
- Driving License (Self or Parents).
- Copy of Chitha/Jamabandi (Self or Parents).
- Copy of Passport (Self or Parents).
- Certified Copy of Electoral Roll/EPIC (Self or Parents).
Caste Certificate: Those applying under the SC, ST, OBC, MOBC, or EWS categories must upload their caste certificate.
PWD: PWD (Person with Disability) candidates have to upload a disability certificate issued by the competent authority.
Experience Certificate: Candidates who are currently employed can upload their relevant experience certificates as needed.
Non-Creamy Layer Certificate: OBC/ MOBC-NCL candidates may upload Non- Creamy Layer Certificate as applicable.

Registration Fee for Assam Employment Exchange Certificate

Don’t Forget to Renew
- Every registrant shall renew his /her registration once in three (3) years in the due month as indicated on his/her Registration card.
- Failure to renew the registration even after a lapse of the grace period (3 months), will lead to cancellation of registration and subsequent removal from the Live Register maintained in the Employment Exchange.
- No request for renewal of registration after the expiry of the due month and grace period shall be entertained under any circumstances.
